Monitoring, Evaluation, Accountabilty and Learning (MEAL) Officer
Mission
In situations of armed conflict, Geneva Call, as a neutral, impartial and independent international humanitarian organization, endeavors to strengthen the respect of humanitarian norms and principles by armed non-State actors, in order to improve the protection of civilians, while supporting local communities in their efforts to enhance their own protection. Role
The MEAL Officer will be responsible for the Monitoring,
Evaluation, Accountability, and Learning (MEAL) activities of the Syria
programme. The MEAL Officer contributes to overall programme quality through
the strategic planning and implementation of all MEAL processes and activities
required to improve Geneva Call’s programme quality over the course of project
implementation and ensure and demonstrate positive impact on the protection of
civilians. The MEAL Officer is directly responsible for assessing and measuring
quality and accountability of Geneva Call engagement work in the Syria. The
MEAL Officer is also responsible for designing MEAL tools, data collection,
analysis, reporting and follow up in collaboration with project teams.
Main activities
- To roll out and manage MEAL
mechanism as per commitments of Geneva Call;
- To establish, manage and
strengthen Accountability to Beneficiaries which includes capacity building of
partner organizations on this theme;
- To carry out regular field
monitoring of program interventions and produce monitoring reports on the given
format, conduct debrief sessions with relevant program staff and develop an
agreed action plan;
- To carry out follow-up
monitoring visits to materialize actions agreed in the action plan;
- To establish and manage
Complaint and Feedback Mechanism which facilitate beneficiaries/communities;
- To
register complaints and share feedback;
- To assist the project in
carrying out preliminary first inquiry report in case of serious nature of
complaints filed by beneficiaries/communities;
- To maintain complaints and feedback
tracking database and do follow up on complaints to reach a resolution
involving relevant project/program staff;
- To assist the project in
identifying key compliance/quality questions and parameters capitalizing on the
existing checklists and minimum standards for monitoring project performance;
- To assist in reviewing data
bases and data tracking tools of diverse projects to maintain data quality for
collating reliable and consistent data which meets minimum reporting
requirements of donors and Geneva Call;
- To assist in planning and implementation
of baseline surveys, monitoring and evaluation exercises and impact assessments
when needed.
Technical skills
- Strong organizational and
analytical skills;
- Understanding of proposal
management, including project design and proposal writing;
- Familiarity with standard grant
management tools such as logical frameworks;
- Knowledge of monitoring and
evaluation as it links to implementing successful projects, both day to day and
measuring and demonstrating impact;
- Ability to design, implement and
evaluate data collection tools and analysis;
- Good level of proficiency in Word,
PPT, KoBo Toolbox and PowerBI or equivalent;
- Capacity to think critically and
produce high-quality reports and analysis;
- Strong inter-personal, communication and leadership
skills.
Languages
- Fluent in English (C1-C2).
- Fluent in Arabic
(C1-C2).
Personal skills
- Ability to work under pressure, travel frequently in
conflict-affected areas and to handle numerous tasks simultaneously.

- Operational consultant contract, based in Raqqah, Syria.
